On Wednesday, February 15, 2017, a pilot project for submission of proposals for land register entries by electronic means began in Osijek and Velika Gorica (e-registration).
The pilot project e-registration in land registers (submission of proposals for entries in land registers electronically) lasts 30 days and includes the participation of the Land Registry Department of the Municipal Court in Osijek and the Land Registry Department of the Municipal Court in Velika Gorica, as well as notaries and lawyers in Osijek and Velika Gorica, appointed by the Croatian Chamber of Notaries and the Croatian Bar Association.
The proposal for registration in land registers will be submitted by notaries and lawyers, and the introduction of e-registration in land registers aims to speed up the process and make it easier for citizens to use all procedures.
The introduction of e-registration in land registers will allow citizens, after signing, for example, a sales contract and certifying it with a notary public, to forward the contract through a notary or a lawyer online for enforcement to the land registry department of the municipal court (land registry office), instead of taking the contract in person to the general land registry department Court of Justice. After the land registry department of the municipal court receives the application for registration and implements it, citizens can obtain a land register extract from a notary or a lawyer.
In the pilot project, work is being done on the production of ZIS (Common Information System of Land Registers and Cadastre). These are regular items that will be received electronically in the land registry department and will have full functionality.
Through the pilot project, it is expected to collect possible comments and comments on the application for electronic submission of proposals so that from March 15, 2017, this way of registration in land registers can be enabled throughout the Republic of Croatia.
The functionality of e-registration in land registers is one of the functionalities developed and financed through the IPA 2008 “One stop shop” project by the European Union, with a total value of EUR 553.000,00.
